DDTC Announces Policy Change Towards Somalia
The Directorate of Defense Trade Controls (DDTC) today announced that section 126.1 of the International Traffic in Arms Regulations (ITAR) will be amended to permit certain exports of defense articles and services to Somalia.
The ITAR amendments conform to the February 2007 U.N. Security Council Resolution (Resolution 1744) which amended the 1992 embargo on Somalia in order to permit the export to Somalia of weapons and military equipment, technical training and assistance when intended solely for: (1) support for the African Union Mission to Somalia (AMISOM); and (2) support for the purpose of helping develop security sector institutions in Somalia that further the objectives of peace, stability and reconciliation. DDTC stated that proposed exports for the second purpose will require advance notification and the absence of a negative decision by the U.N. Security Council Somalia Sanctions Committee.
DDTC stated that the Federal Register notice formally implementing this policy change "will be published shortly".
