Mandatory AES Final Rule to be Delayed Until First Quarter of 2006
Breaking News: As a result of unexpected delays encountered in drafting the final rule, the Census Bureau does not expect the final rule requiring all Shipper's Export Declarations (SEDs) to be filed electronically through the Automated Export System (AES) and increasing penalties for inaccurate or delinquent filings to be issued until the first quarter of 2006. Since the final rule will provide a 90 day implementation period, paper SEDs will still be permitted to be submitted to Census until mid-2006. Nevertheless, all exporters that are still filing paper SEDs are encouraged to begin the transition to AES as quickly as possible.
