Bush Administration Submits 2005 Trade Policy Agenda to Congress
On March 1, 2005, the Bush Administration submitted to Congress the 2005 Trade Policy Agenda and the 2004 Annual Report of the President on the Trade Agreements Program. The Trade Policy Agenda outlines the Administration's trade initiatives for the year and reviews its work and accomplishments in 2004. The report also contains the Congressionally mandated 5-year report on the World Trade Organization (WTO). These reports are submitted to the Congress pursuant to Section 163 of the Trade Act of 1974, as amended (19 U.S.C. 2213).
Annex II of the document contains detailed information on the WTO, including information on contributions made by WTO members to support the WTO's operations and the WTO's 2004 and 2005 budgets. The top three contributors to the WTO in 2005 will be the U.S. (26.45 million Swiss Francs or USD$22.4 million, comprising 15.798% of total), Germany (8.872% of total) and Japan (6.125% of total)
