DOC Announces Final Results of AD/CVD Reviews on Softwood Lumber From Canada

The U.S. Department of Commerce (DOC) today announced the final results in the first administrative reviews for entries of softwood lumber from Canada during the period from May 22, 2002 through March 31, 2003 (countervailing (CVD) duty review), and from May 22, 2002 through April 30, 2003 (antidumping duty review).

In the CVD review, DOC found that Canadian provincial stumpage and other programs confer a benefit to producers of softwood lumber and that Canadian producers/exporters of softwood lumber have sold their product in the United States below normal value. The final net subsidy rate applicable to all Canadian imports (excluding lumber from Maritime provinces) was 17.18%.

In the antidumping review, DOC received more than 400 individual requests for reviews from Canadian producers/exporters of softwood lumber. DOC chose eight mandatory respondents: Abitibi-Consolidated Company of Canada (Abitibi), Buchanan Lumber Sales Inc. (Buchanan), Canfor Corporation (Canfor), Slocan Forest Products Ltd. (Slocan), Tembec Inc. (Tembec), Tolko Industries Ltd. (Tolko), West Fraser Mills Ltd. (West Fraser), and Weyerhaeuser Company (Weyerhaeuser). The final dumping margins were as follows:

Abitibi = 3.12%
Buchanan = 4.76%
Canfor/Slocan
= 1.83% (Canfor's margin was based on the weighted-average of the pre-merger Canfor and Slocan margins. Slocan no longer exists as a separate corporate entity.)
Tembec = 10.59%
Tolko = 3.85%
West Fraser = 0.92%
Weyerhauser = 8.70%
Producers/Exporters not reviewed individually = 4.03%
All Others Rate = 8.43% for Canadian producers/exporters for whom an individual review was not requested.

The products covered by these orders are softwood lumber, flooring and siding (softwood lumber products). Softwood lumber products include all products classified under headings 4407.1000, 4409.1010, 4409.1090 and 4409.1020 of the Harmonized Tariff Schedule of the United States (HTSUS), and any softwood lumber, flooring and siding as described in DOC's Federal Register notices.
